Cofemer presses SCT to reassess mobile registration regulation

Mexico’s federal regulatory review body, the Comision Federal de Mejora Regulatoria (Cofemer), has called on the Secretario de Comunicaciones y Transportes (SCT) to review the draft bill covering the National Registry of Mobile Phone Users (Renaut), BNamericas is reporting.
It is understood that Cofemer has claimed that the required regulatory impact analysis document, including the compliance cost of legislation, was not submitted to it before the law was adopted. To resolve the issue Cofemer has recommended that the SCT should scrutinise the legislative proposals, particularly with reference to the possibility that the requirement for subscribers to register personal details could precipitate a drop in demand for mobile voice services.

The requirement for pre-paid mobile phone users to register their details with network operators became law in February 2009, and came into force from April that year. In September 2008 the Senate passed a bill saying that service providers had one year (until April 2010) to register their existing customer base and collect proof of identity for all new sales.
