Increased Use Of VoIP Calls For Regulation 2006-12-29
Bandar Seri Begawan - The increase of Voice over Internet Protocol (VoIP) services in Brunei Darussalam has lead the Authority for Infocommunications Technology Industry (AiTi) to further create awareness on regulatory and licensing frameworks of the local telecommunications industry.

Acting CEO of AiTi Abdul Mutalib Pehin Dato Yusof said the proliferation of unlicensed Voice over Internet Protocol (VoIP) providers within Brunei D arussalam had led to an urgent call to educate the public on the need for stricter regulations and a licensing framework for such services.

He acknowledged that the reselling of telecommunications long-distance call services through VoIP were making its way into the country.

The recent growth spurt of the global telecommunications industry might have presented new opportunities for delivering multimedia applications and services to end-users, but controlling commercial provision of such services was posing a big challenge, he told members of the public at a halfday dialogue here yesterday. VoIP services are widely associated with low-cost longdistance phone services, and are extremely popular especially with expatriates and Bruneians with close relations abroad.

Abdul Mutalib said that through consultation and discussions with the public, the industry and parties providing VoIP services on appropriate regulatory and licensing requirements could assist the local telecommunications and ICT industry in developing a more competitive services.

Technical support engineeer Izam bin Abdul Rahman explained at the dialogue that personal use of VoIP programmes like the popular Skype did'' not require registration, but commercial applications would have to be approved by the AiTi.

Manager of Industry and Policy Group Department of AiTi, Siti Zaraura Mohammad said the organisation monitored the telecommunications, ICT sector and made recommendations on policies. She said the dialogue was aimed to create awareness amongst government officials and private sector executives on VoIP protocols, standards, and licensing policies. More than 50 people employed in the private and public sectors attended the session, the first ever VoIP workshop organised by the AiTi.

Telecom regulators gathered last year in Geneva for the International Telecommunications Union Global Symposium for Regulators (ITU GSR) to address regulatory issues on VoIP, and this year VoIP became the main agenda of discussion.
