ISPAB urges govt to issue VoIP licences 2007-02-21
Leaders of the Internet Service Providers' Association of Bangladesh (ISPAB) Monday urged the government to issue licences for operating the Voice over Internet Protocol (VoIP) only to the legal Internet Service Providers (ISPs) to ensure easy monitoring of call traffic and revenue collection.

Secretary general of the ISPAB, Russell T Ahmed at a press conference held at a city hotel said if the government issues licenses to Public Switch Telephone Network (PSTN) and mobile phone operating companies for VoIP operation, there is a chance of revenue loss by the government.

"The government should legalise the VoIP immediately to render benefits to the end users fairly and to earn substantial revenue," Ahmed said at the press conference.

Recently, the Bangladesh Telecom Regulatory Commission (BTRC) has planned to issue VoIP license to mobile phone operators, PSTN operators and to the ISPs, he said.

"However, we all know that the reason why embracing this technology has been stalled so far. It is because of the government's concern of how to ensure their share of the revenue. This is the main reason why the ISPAB is of the strong opinion that license should be given to only the legal ISPs of the country," Ahmed said.

Moreover, many young unemployed university graduates have already engaged themselves in this business, he said adding if the government grants the licenses to all those operating companies there is a chance of unemployment of these graduates. He said the local mobile operating companies have been repatriating more than Tk 35 billion a year. If the government allows the mobile companies and PSTN operators for operating the VoIP there is a possibility of monopoly in this business, he said.

"In case of such monopoly the mobile operating companies will repatriate more every year," he said.

Replying to a question of the newsmen he said eight billion minutes are spent from Bangladesh for outgoing and incoming calls in a year.

Representatives from the Bangladesh Association of Software and Information Services (BASIS) and Bangladesh Computer Society (BCS) among others attended the press conference.
