Firstly, China currently has nearly 200 million unregistered mobile phone users already, and secondly, it will be difficult for mobile phone distributors to confirm real names and carry out the relevant checks during the sales process. The watchdog had planned to implement the real name registration policy in 2006 following a public call for a clamp down on spam SMS. However, trials in Sichuan Province were unsuccessful due to a lack of support and the scheme was abandoned.
