An unconfirmed report claims that Belarusian secret services the KGB (State Security Committee) and the Operating Analytical Centre (OAC), acting under authoritarian president Lukashenka, are penetrating the databases of the country’s cellular operators by installing equipment designed to monitor user activity.

Under Decree #129 of 3 March 2010, the government agencies are said to be receiving access to mobile operators’ databases – at the cellcos’ expense – to access details on the lives of their customers.
